Can I make the shoe narrower using the buckles?

Yes you can change width of both buckles. I got the black and tan woven ones and they are true to size for my 9.5 feet. Neither pair squeak when I walk and they are very comfortable to look great with jeans and dresses. I have gotten so many compliments! Going back to get silver and gold too!
