The strap is adjustable. There is a small piece of elastic carefully sewn into the strap. This is the mark of a well-made shoe, found in shoes at a higher price-point. Less expensive shoes use small buckles to accomplish this purpose, which reduces the amount of adjustability to the positioning of the holes, unless you want to take the shoe to the highly skilled cobbler the former reviewer was writing about.

I usually wear 8.5 or a 9.0, medium width shoe. In fact, in other
Kate Spade New York shoes a size 9.0 is a perfect fit. Not in this shoe. This shoe runs smaller because of the narrow toe opening. I ordered a 9.0 in the lipstick color combination and I am returning it due to the poor fit. At this late date, 9.5 is no longer available in lipstick. I have selected the Africian Violet/Turquoise combination.
I wish that footware manufacturers would standardize their sizes!
